According to the Fort Oglethorpe Police Department:
Jackie Lynn Phillips, 44, of 64 Cactus Lane in Tunnel Hill, Ga. was arrested shortly after 2:30 p.m. on Tuesday, Dec. 6, on two counts of pandering and loitering for sex, after two separate women told officers that Phillips ap-proached them in the parking lot and offered them $100 each for sex.
Phillips is being held in Catoosa County jail without bond, as Tuesday’s arrest is a violation of his current parole. He is a convicted rapist.
Before Tuesday’s arrests Phillips was out on parole stemming from charges of rape, kidnapping, and sexual as-sault. He was also wearing an ankle monitor at the time of his arrest.
After being dispatched to the Wal-Mart at 3040 Ga. 2 (Battlefield Parkway) Tuesday afternoon, Fort Oglethorpe police chief David Eubanks, along with officer David Gilbert and another officer, spoke with a Wal-Mart loss pre-vention employee who stated that he had been watching Phillips in the store after receiving similar complaints, reports show.
While being questioned outside of the store by officers, an alleged victim pointed out that Phillips had harassed her and propositioned her for sex.
“Once outside, I advised Mr. Phillips of the nature of the complaint, which he denied,” officer Gilbert wrote in the report. “While I was talking with Mr. Phillips, a female came up and stated ‘I’m glad y’all caught that S.O.B.”
The female and an additional woman at the scene then told police that Phillips was the man who had made ear-lier sexual remarks to them.
During questioning, both alleged victims’ statement were consistent, stating that Phillips approached them in the parking lot while in his vehicle and stated “I’ll give you $100 (for sex),” reports show.
Phillips’ arrest by Fort Oglethorpe police on Tuesday came on the heels of similar complaints fielded by the Ringgold Police Department earlier in the day.
“We received complaints of a white male harassing and propositioning women for sex early yesterday after-noon,” said Ringgold police chief Dan Bilbrey.
The call to Ringgold police came it at approximately 12:30 p.m. on Tuesday, when a 22-year-old woman com-plained that a middle-aged white male in a silver Volkswagen Jetta drove past her in the parking lot of Fred’s Dol-lar Store off of Legion Street in downtown Ringgold and made remarks about having sex with her.
The alleged victim also stated that the man followed her to the Gateway Bank Operations Center at 5100 Ga. 151 (Alabama Highway) as she attempted to meet with her mother after being “unnerved” by her encounter with man.
After Phillips’ arrest in Fort Oglethorpe, it was confirmed that he was indeed the same man who had proposi-tioned the woman in Ringgold.
“This man is a parolee, and should be considered a high-risk predator,” Bilbrey said.
According to the Ringgold police report, a second woman also claims to have been harassed while walking into the Family Dollar Store by Phillips who had just traveled to that particular parking lot in his pursuit of the first al-leged victim, reports show.
“He was caught by Fort Oglethorpe police, which a great thing,” Bilbrey said. “Now we will continue with our in-vestigation, gather all of our information, and there will certainly be charges for his actions here in Ringgold.”
Bilbrey added that Phillips is a repeat offender with an extensive criminal history.
